heater/ac blower changes on acceleration

When accelerating or driving along at high speeds in my 1994 volvo 940, the blowers will slow down to almost a trickle. When i let off the gas, the blower will come back again. Any ideas to what the problem could be?

There is a Control Valve that does that. IPD has them with instructions.
