Default Heater fuse blows immediately

We have a 1986 240. The heater fuse blows as soon as we put one in. I am assuming that there is an exposed wire somewhere that is causing this to happen. Has anyone had any experience with this or any suggestions?
I called some places and they told me it would be about $80 just to tell me if that is indeed the problem. I would like to fix this ourselves if it is possible, but am not quite ready to completely tear apart the dashboard- seems to be a lot of pieces involved!

You're saying that with the key off, heater off...you install the fuse and it instantly blows? Or...it blows when you turn the heater on? Big difference.

Well, odds are the heater motor is locked up.Pretty straight forward job but takes most people all weekend the first time.
