Default Here's a question

I got my car, 1992 240 wagon 6cyl, back from the mechanic after failing smog (CA) He said it was ready to go. However, coincidentaly, the car would not leave PARK without some dicking with the lock at the base of the shifter. Then, later I noticed a fuse had come loose and when I put it back, the shifting problem was gone. Meanwhile, before replacing that fuse, the car had failed smog again. Question (clearly from someone who doesn't know cars)- could that fuse have been running something to do with vacuum hoses somewhere that could both cause the shifting situation AND cause the car to fail smog?
