High Idle at start-up when cold

High Idle at start-up when cold
My 95-940 has started to idle high at start up when it is cold here in the Pocono's. I pulled the plug on the mass air flow sensor, and it went to normal idle, so I swapped out with spare sensor and it was fine for a while, but now that its getting colder it's acting up again? Any thoughts would be appreciated! Thanks
