Instrument Cluster Issue
that depends on the car. I'm guessing you have a 240 sedan from your handle, what vintage is it?
actually, I'm not sure there is a fuse in the speedo path, but I'll check the wiring diagrams once I know what year/model.

hmmm. speedo power comes directly from pin 15 of the ignition switch, on a red-black wire, to pin 3 on the speedo. black wire to speedo pin 2 is ground. blue wire to pin 1 is the speedo signal, this comes from the speedo sensor which is in the back of the differential.
no fuses in the speedo/tach circuit I can see. fuse 8 is the courtesy (dome) lighting, clock, and glovebox light, near as I can tell.
the greenbook wiring diagram is pretty confused on the instrument panel. there's a voltage regulator, I believe this may be involved with the speedo and tach, its a 3 pin device screwed onto the back of the instrument panel thats between the circular and half-circular plugs.
