Default Leak from Windshield Wiper Device

My 1990 240 Volvo DL leaks water when it rains. I pin pointed it to underneath the dash in the middle. I saw water coming from the metal bolt on plate.

I did the hose test and placed water in the firewall vent and water came out successfully through the bottom of the sides of the car, so nothing appears to be blocked up from leafs.

UPDATE:

Ok, after doing alot of investigation I have found that the leak comes from the windshield wiper mechanism on the passenger side. At least I hope that is the only leak.

The rubber circle is flush with the car body...and the rubber is fairly new so there isn't any water going between the device rubber circle and the body of the car. It looks like somehow water is going inside the windshield wiper device...where the pole comes out.

Any suggestions? This leak has gotten pretty bad.

Update:

Well, I resealed the wiper motor with that 3m tar stuff. But when I place the hose in the vents on top of the car water still trickles in the middle of the console firewall. So, I don't know at this point.

Can you take a picture a little further out so I know exactly where it is leaking from. You either have a rust hole in the vent drains, or water is going up and into the blower motor intake vents.
Maybe consider some cowl covers?

I can try next time it leaks in the middle of the console. I tried doing the hose test today and I couldn't get it to leak Very strange leak. It's supposed to rain tomorrow night so I am anxious.
