Light ???

I have an 88 240 dl that I am trying to get the license plate lights to work. I used a simple light tester and there is power going though the stock to the center stem. Just bought two new bulbs that look identical to the T4W that I took out and it still will not work. Everything seems to work just not together. Any help would be great. Thank you

I am not sure what the "center stem" is, but I'd address the possible corrosion at the base of the sockets given that you have juice... and of course check for continuity to the sockets as well...
