Default Looking into a 1985 240 that wont start.

I got this email the other day about a 1985 240 I inquired about:

Tim,

Hi, i am so sorry that I did not reply sooner. I do still have the car. And as of right now it does not start. We believe that it is due to the fuel pump. Over the summer in the heat the car would hesitate and stall when idling ie. at an intersection. And now it won't start and we think that the fuel pump has just died, however we don't know for sure because we haven't had anyone look at it. Besides that the a/c doesn't really work, and the fan makes noise when the fan is running. The body looks pretty good for the age, and my dad has done a lot of work where there once was rust. There is still rust underneath the car. And besides that I believe it will run. You might have to do a lot of rust patching for it to pass inspection, we did last year.
The car is about an hour away in Vermont(I'm in NY). I'm actually looking at it for a friend who's VW is on its last leg. What I'm wondering is if anyone could give a decent diagnosis from the information, or if it could be a something that could be fixed on the spot without any specialty tool. I ask because the only way to get it back would be driving it.

Could be the fuel pump,Fuel pump relay,Speed sensor, and a few other things.

Hard to tell with out being there.
