mileage keeps dropping as more things are fixed on a 740 turbo.

Pierce and everyone,
Got a functioning EGR vacuum controller and installed it on my 740t. Made sure it was working.
The city mileage came out at 16mpg, which is same as before the installation. However the highway mileage came out at 17.7 mpg. Another reduction from already lowered 20 mpg.
It seems like more and more I spend money I am getting less mpg.
