Is my paint beyond repairable (compound/buff)?
cutting/buffing will do wonders for oxydized paint. What that can't fix is peeling clear coat or chips/deep scratches. See if you can rent a power buffer from your local tool rental shop
even before renting a buffer, I'd get a bottle of Meguiars medium cut cleaner, and their cleaner-wax, and hand work a square foot or two of the hood to see how much shine you can bring back. you might be pleasantly surprised how fast it coems back, especially if that is a solid color, and not a metallic with clearcoat.
I would start with a couple of quarts of Spray nine and a stiff brush - To get the growth off - I'd bet the clear coat is peeling in places underneath the mold - the base coat will usually not easily shine - but with enough wet sanding, then strong rubbing/buffing compound, then a finer polish like the Meguiars fine cut cleaner - you would certainly have a finish with patina - but it never will be a even toned pretty blue/grey again - without new paint.
