need some advice about PCV hose

I am still pushing some oil after a seals refresh, new separator box and new flame trap.
The glove/tissue test still pushes air out of the valve cover.
I pulled the PCV hose off the air intake (prior to the turbo) and found that it produced slight suction. Is this normal? I thought it was supposed to draw from the separator.
If anyone can shed some light on this, I'd appreciate it.
