Unhappy ODB fault

Hi all.
I have a problem with my Volvo 940 1996. There is no voltage on pin 16 and 3/4/5 on the ODB plug in the center koncol. So I can not read the code. The "y" light is on, and the car drives good. What can I do about it? Do any of You have some sugetions.

there are different iterations of the OBD2 protocol - here's an article that talks to the pin out and the pre-canbus protocols https://www.csselectronics.com/pages...d-simple-intro

with that said, not all Volvos were moved to OBD2 in 1996 for all markets so you may have the OBD1 diagnostics. Check under the hood to see if you have a small black box (5 cm x 5cm) with a cap and a jumper - if so, that's the OBD1 diagnostics port which can be used to view codes. If you have that you can google around for how to use the jumper/button and LED to view/clear codes. Otherwise you may need to see if your scanner supports the older protocols. Also Volvo did have a OBD1 diagnostics tool that plugs into the port. again you may need to google for "volvo OBD1 diagnostics tool" etc.

The only other thing I can think of doing is to check for any blown fuses.

Thanks.
I did find a blown fuse, and after I changed it, there is power in the ODB plug in the center konsole. But I can not get it to blink. There is not that thing under the hood.
