passing emissions
I don't believe you have an OBDII connector so you would have to delete the code through the Diagnostic block in the engine bay. Also what are the codes when you check them as this is a pretty basic system. Also what state/country are you in that looks at check engine on a car older then the OBDII system which started in 1996.
Interesting as I thought NY was pretty tough but any car before 1996 doesn't get inspected for emissions other then verifying it has the cat .
Disconnect the battery for 20-30mins--easiest way.
The OBDI reset is very hit and miss; many times it doesn't work.
Taking the bulb out doesn't work as the light is part of the system and has to be ON, then go OFF.

I've never had any problems resetting the OBD-I on several cars, just follow the procedure carefully.
now, theres a lot of codes that will come right back after a short test drive, like o2 sensor out of range, ECT out of range, and so forth. those will need to be fixed.
