no chip will give you more power on its own, you need to do engine work, and increase the amount of air it ingests, then you can squirt in more fuel and get more power. probably the easiest upgrade is a turbo swap from a 740/940 turbo. best engines to use as a jumping off point to more power are probably the 94-95 b230ft that have piston skirt oil jets. those are 160HP and 200 ft-lbs stock, and they have strong torque way down low. they are relatively easy to turn into 250HP fire breathers. more horsepower than that gets way more expensive as you'll be blowing transmissions and rear ends.
AFAIK, volvo never used the M90 5-speed with a turbocharger, they felt it wasn't strong enough for the turbos torque, so they used the 4-speed w/ an OD for the older turbo 240's.

The easiest way to gain some HP in these cars is to swap in a VX or a T cam, very simple and quick, gives you some 15 extra HP...
Chipping an old Volvo, I don't know, the Turbo+ package in the late '80s 740s gave 20 extra HP, with some minor mods...
As far as chips in general, in the newer cars they can do wonders with some minor mods, even without: the VW turbos, Passats, GTIs, etc. can go from 130-150 hp to 225 without too much work. (The Audi TT has 225hp with the same 1.8 motor the 130hp Passat has).
