Pop your hood and check near the dash. You should see two hoses running up into the hood. These hoses are then connected to plastic/metal clips which sit in your hood to direct the spray. If one of them is dangling check the loose end. If there is a chunk of plastic or metal inside of it, you have a broken clip.
If thats the case, you should be able to get the busted clip out easily with a flat screwdriver, bring it to a volvo dealer and order the replacement clip. It costs about 6 dollars. Once you've got the new clip just pop it into the hole, attach the hose and you'll have a working windshield sprayer.
