Default steering

first i gave my 86 740 a good flush to no avail then a remanufactured steering rack. while everything was disconnected i checked the frt struts for binding(none found).put it back together and although improved it still feels like a manual steering with poor return. i dont beleive this is a normal volvo condition,do i need to rebuild the pump or just replace the pressue control valve if there is one. manuals dont recommend a driveway rebuild and consequently dont show any pump details. Is there a a pressure control valve and is this a vane type pump.do your get the vanes in a rebuild kit or just seals.
