so my 1990 vovlo 240 sedans passenger side tail light had a short at the brown wire at the connection to the circuit, and i went to a strip yard and got a new tail light circut and wire to replace the old, because the assembly looks good. then i replaced all the bulbs. when i use the brake now the upper lights inboth clusters(the ones normally off untill the brake is used) will not come on, and the outer left double fillament one on the drivers side clusterwill not work at all. no lights get brighter when the brake is pushed only the one in the back window comes on. i also replased the fuses by the drivers door at the same time as the bulbs but am thoroughly confused.

 

Make sure you have good ground connections to all lights. Re-seat the bulbs.
