My 1991 940SE Turbo Wagon a/c fan slows down almost to off when the turbo kicks in then comes back full power when i let up off the accelerator. Any idea whats busted?

Most likely the Valve under the hood in the Vaccum feed is bad or a cracked Vaccum line.

I'm also having the same issue.

Where would this be located?

Look for a small hose that goes into the Body to go inside the car. Some are on the Passenger side and some are on the drivers side. When you find it follow it back to the engine.
