Default Vacuum specs

Hello,
A mechanic friend did a compression/vacuum test on my car and found that its at 15 and said most vehicles are usually at 25. Is this due to a vacuum leak or is this normal?

cylinder compression tests usually are in the 150-200 PSI range, which is 10-14 BAR. cause of low cylinder compression is either worn rings or valves.
