That looks like the throttle linkage that is common on many Red Block Volvos of that generation. Not sure about the length but it's worth trying it as getting Volvo diesel parts I imagine would be next to impossible.

Thank you very much! I had the name wrong,now I searched throttle linkage and found the rubber part on sale on nordicar.Thanks again!
