After many months of having this highly intermittent phantomelectrical problem: Upon starting the car the shifter was locked, no power windows, no radio, no seat belt chime or warning indicator, and no turn signals. Tonight I accidentally found the source of this problem, the ignition switch. I could sometimes restart the car and all would be well, other times may be two or three times before normal operation. Tonight I went to turn the car off and bingo everything came back, I had only moved the key a bit. I was able to reproduce the fault by manipulating the part the key goes in and moving the on postion slightly when the car was running.
Finally, to my question, how much is involved with changing the ignition switch?

Its not that bad at all. You need to remove the upper and lower covers. There is an allen screw holding the tilt handle in place. Loosen the screw and slide the handle off. Then remove the covers. Unplug the ignition switch and remove the 2 screws holding the switch to the lock assembly.
