Default 760 turbo - Engine over revving?

hey, i have a 84 volvo 760 turbo. Its a automatic transmission. Latly it hasnt been shifting properly. when i press down on the gas pedal it revs high than decides to shift causing me to accelerate slow. My instrument cluster is also having some issues ( i dont know if this has anything to do with the problem) but the gas gauge seems to only work once in a while and the spedometer only works sometimes. I have no dash lights either, i replaced the bulbs and checked the fuses and they still dont work. I dont know a whole lot about cars but i can fix almost anything when i know what the problem is. Does anybody have any ideas? Thanks alot.

Both are not related. The late shifting could be caused by a bad throttle cable--check that it doesn't bind or has too much slack. Or may be the trans needs a fluid change (every 30K). The electrical gremlins may be due to rotten wiring harness, bad grounds or a bad instrument pc board.
