960 hesitation and collapsed vacuum line

Default 960 hesitation and collapsed vacuum line

Hello everyone, my 97 960 has started hesitating when initially depressing the accelerator pedal from idle. Once it is over 1500-2000 rpm it works well.
When looking under the hood for a suspected vacuum leak, I noticed a collapsed vacuum line coming from near the firewall to what I believe is the SAS solenoid. I have yet to see where it is connected near the firewall. Also the SAS solenoid is making this "pumping" noise which I have not noticed before.
All help will be appreciated.

What's SAS solenoid?

Hi, the Secondary Air System solenoid, if I am correct it is installed near the fuse box that sits between the air filter box and driver's side shock tower. It has some vacuum lines connected to it and an electrical connector.

How old and what brand are the spark plugs?

I changed the spark plugs about 15k miles ago. NGK BKR6E.
