My 1995 volvo 960, and when I drive and come to full stop, after starting to move, the car start on 3rd gear. at the same time the yellow arrow is flashing, after few seconds, it starts moving faster.

Sounds like a classic PNP switch problem. The grease inside gets cooked by the closeness to the exhaust down pipe, eventually the small springs insided cannot over come the dried grease.
