No Blinkers but fuse and flasher seem to be OK

Default No Blinkers but fuse and flasher seem to be OK

1995 960. The blinkers will work some times but most of the time they do not work at all. When the blinkers are not working the hazards work just fine. I have been told that there is only one flasher unit that controls both the blinkers and the hazards, so I ruled out the flasher. I checked the fuse (#19) it is just fine. I took the switch off the steering column and figured out which circuit controls the blinkers by taking apart the switch itself. I then tried a direct wire to complete the circuit and still have no blinkers. I will assume the switch is good too since some times the blinkers work. Any thoughts on a next step.

Replace the front turn signal bulbs.
