Default Power Steering Problem?

I have a 97 960 wagon which I bought a few months ago. When I start the car I hear a loud whine that changes pitch when I turn the wheel. As the Car revs up I does drop in volume and I do feel a slight resistance when I drive almost like the steering is in a groove.
I have fluid and it looks somewhat frothy. Is this a powersteering pump issue or is it something worse like a rack? Thanks

Scot

You should see if it has had the updated loop installed.

You can tell by looking under the car by the oil filter. See if there is a hose that runs in a loop then goes to the steering rack.

I'm still not sure what the noise is. Sometimes it does go away, but then comes back while idling at a light. Not really a Chewy grind but more of a medium toned whine that you can feel throughout the whole car. I'm have almost given up and am now waiting until it all breaks to diagnose it unless I figure it out before hand.
