If ti's coming from inside the boot, thats not the rack - thats your inner tie-rod. Replace the inner & outer tierod as a pair.

not to hijack, but I have a leak coming from my inner tie rod. Is there a seal that can be replaced, or does the whole rack have to be replaced?

Depends on how savvy you are. If you can disassemble the rack, then yes, you can replace the seal.
