Swap headlights/grille from 940 to 960 (1994 960)?
Is it possible, without any serious fabrication, to swap out a complete set of Volvo 940 headlight housings and grille for a 1992-1994 960 headlight/fog light housings and grille? I may be able to do some fabrication of brackets to adapt the 940 style to the car if it will fit in the same space. Any differences in wiring are no problem for me. In fact I would prefer having the headlights only on the front end and then attaching aftermarket fog lights somewhere on the front of the car, perhaps lower than the factory fog lights.
This all stems from the fact that I just don't like the position or the lack of effectiveness of the factory fog lights being so high up on the car. I've aimed mine down about as far as they can go and it's still not very effective in fog. They do practically nothing to enhance the driving experience in fog i.e. to better illuminate the road at ground level. My fog lights are in need of having the lenses restored but I don't know how much better they could be, with them being so high off the ground. If the fog lights were down low like mounted along the bottom of the bumper, that to me would be a much better position for driving or fog lights.

940 front end has two versions, with fog lights (four lights front), or the two large plastic head lights. The fog lights version is identical to the 960 up to 1996 MY. None of these have low mounted fog lights, the fog lights are mounted besides the headlights, inboard. The early 740Turbos s have low mounted under bumper fog lights, later 740 had optional integrated fog lights also under the bumper. None of those work spectacularly well for fog.

Just to clarify since I probably didn't communicate as well as I hoped to, I would like to substitute the entire front face of the car from a 940 (without fog lights) including corner lights, wider headlights without fog lights, and grille, in place of my existing factory 960 setup, if possible. I'm wondering, if I could obtain all of the necessary hardware, will it fit in place of my existing 960 setup without much fabrication to mount the assemblies to the body of the car?
Well, yes, and you don't need any fabrication as the body stampings are the same. But you ll have to change pretty much all sheet metal from the windshield forward.
But why? Other than a personal preference, I prefer the fog lights set up myself, what would you gain? For the amount of work you will put in, you'll be downgrading the car--the 960 was upscale upgrade of the 940 after all. Is the color the same of both cars? Even if so, you'll probably end up with gaps in the panels, and other imperfections!
Also, I hope you 940 is a 1992 or newer, it'd be easier to do what you propose...

My main sticking point with the factory setup is, with the fog lights being mounted above the bumper, they cast very little light down directly in front of the car, which is where I need it in dense fog that we sometimes get where I live. This is still true even after aiming them down as much as possible, so that the light is cast as close to the front of the car as possible. I've mounted cheap 55W aftermarket driving/fog lights for a friend on the underside of the front bumpers on 2 of her 240s, and they function very well as driving lights and fog lights.
Maybe I'll go that route i.e. mounting fog lights under the bumper, of course leaving the factory fog light housings alone (though it bothers me to leave the housings in place and serving no purpose), and using the factory fog light wiring instead of powering the factory fog lights to power the relay to power the aftermarket fog/driving lights. That way I can use the factory fog light switch to turn on/off the aftermarket fog lights.
