Default 850-93 - Climate control-heat problem

I have a 1993 Volvo 850 GLT, non turbo ,and have a problem with the climate control.
When I insert the ignition key and turn into ON position, the blower start blowing cold air in the position Zero. ( Scale 1, 2, 3, etc)
There is no heat and I removed the fuse to stop the Blower.
Also with the AC Off- There is no recirculated heat/hot air.
Do you know what could be the the problem, and how can I put the system in working condition ?
I much appreciate the forum input. We have today -20*C/

First off, welcome to the forum.

Do you have the ECC or the MCC? Sounds like it could be the blower motor resistor (if it's an MCC) or the Power Stage (for the ECC)

Also with the AC Off- There is no recirculated heat/hot air.
Can you clarify - do you mean there's only cold air blowing all the time, there is hot air but it's only ouside air, or is there no air movement at all?

a) Regarding the first question I do not know if the Volvo 850 GLT /93 has ECC or MCC.

b) There is air movement inside the car but the recirculated air is cold and not warm air as use to be when the blower is off.

a) MCC is Manual Climate Control, ECC is Electronic Climate Control. The quick check is; if the fan is marked 1 - 2 - 3 - 4 then you have an MCC.

b) It sounds like the damper motor that controls the recirc. air flap is not working properly. You can do a search for a file called "AC-HeaterSystem-Auto.PDF" for tips on checking it - I tried attaching it, but it's too big as an attachment.
