Own a 94 850 turbo and have some questions about the power going thru and too the relay 103 connection ..

If post 15 is completing a circut and getting power to the fuel pump when jumped to post 87 should 31 & 31b have power be grounded or????
Also if no relay or jumper is in place should post 15 be the only post with power when the ignition is on????
I have replaced the relay 2 times with new ones and no power to the pump. Have also used 4 from the junk yard and same result.

Can anyone help before i go mental??????
