When I turned on my car the REC and AC lights were blinking and the fans are blowing very little, not even enough to unfog my windows, regardless of which setting I put it on.

any ideas?

 

Sounds like you blower motor is bad. Suggest you talk with your neares Volvo dealer Repair shop head mechanic. To gain access to blower,Remove the glove box cover(#25 torq screws in hinges) , slip cover hangers out from cover with thin screw driver and put bread bag tie on each to avoid their sliding up thru dash. remove cover. Remove screws from face of box liner and work it out past glove box lite. Working thru glove box opening, reemove wiring harness from front of blower and disconnect the blower. remove mounting screws from blower and slip motor and squirrel cage blower out for shop testing with 12 volt current.
Be sure motor/ squirrel cage are secured when bench testing, because starting torque can bang squirrel cage and break the plastic vanes. Also be sure to check the blower housing/duct for any debris. There are other cause that could result you blinking lites; however, I'm betting on a bad blower motor or debris.
