Default EEC Climate Control Issue

It's been pretty cold the past few days here in Vermont, and today the climate control on my '96 850 Platinum Wagon has been acting up. I was wondering if anyone could help me out in diagnosing the problem before I start replacing parts. I started my car at work and went back in to finish closing up, and came back out to a perfectly running, but very cold car. The blower would not run whatsoever, so I shut the car off, restarted and watched for the flashing AC/Recirc lights and sure enough they were there. Got the car home, pulled everything apart and checked the connections, and everything looked good. Here's where things get interesting I pulled the power connector from the blower motor, started the car and turned the speed selector up and down, then plugged the blower connector back in. After plugging it back in, I turned up the speed selector again and the fan came on, in both the Auto and the full range of the slider. However, the fan spins at the same slow speed no matter what it's set on. I'm thinking the power stage, but was wondering if anyone else had a more concrete answer. Any info is greatly appreciated.

I am thinking the power stage also. Stinks that it is so hard to check the codes on the 96 and newer volvos. Start with the power stage and let us know how you make out.
