Default ERG controller broken and 'Heated Oxygen Sensor Slow to Respond' error.

Hey guys! The ERG controller on the radiator hood (Part # 3531138) looks like it was damaged, one of the two hoses is ripped off. And I'm getting a 'heated oxygen sensor is slow to respond' on port A2 of the diagnostic box (1995 model).

Originally I bought http://www.amazon.com/Bosch-15738-Ox.../dp/B000BZL08U to fix this, but could it actually be the ERG controller causing this error? I know they're both part of the emissions control system...
