Default failed E-Test in Ontario!

Ok well, I have a slightly modded 850 turbo and she failed the local emissions test.
I did a full stage 0 before I started to mess with it so a great deal of the system is new.

Replaced in the Last 40K

Oil&Filter(400)
Altenator (1K)
MAF (2K)
O2 sensor (6K)
Plugs (6K)
Cap (15K)
Rotor (15K)
All vacuum lines(40K)
Fuel Filter (40K)
Thermostat (40K)
PCV system (60K)

Modifications
Sconeman's intake tube (1K)
Silicon hoses (10K)
OBX exhaust (40K)
Vibrant Metal core catalytic converter (40K)
Rica Tune (I switched back to stock tune about 200Km before the e-test)
High flow panel filter (40K)

and that is about it.

Anyone have any ideas?

I just had the catalytic converter replaced today after I failed the e-test for a mere 440$

The two tests resulted in the following results:

First Test
Limit Reading
HC ppm 58 46 Pass
CO% 0.32 0.16 PASS
NO ppm 435 715 FAIL

Second Test
Limit Reading
HC ppm 58 21 Pass
CO% 0.32 0.34 FAIL
NO ppm 435 686 FAIL


I am freakin out here, I meticulously maintain this thing and the only thing that I can think might even be a problem is the Vibrant catalytic converter... It turned blue a couple weeks after I had it installed...
