I noticed after the onset of cold weather my lights in the car have been going from full power to 40% power, like a back and forth fairly quickly. Probably 3 times a second. Also starter crank time has increased by a second or two.

Cold weather or serpentine belt getting loose? or something else

 

The problems are likely not related. Try dimming the dash lights to see if the flickering light problem changes and post back.

 

I noticed that it went away. From moving the dimmer switch, apparently from general research a dimmer switch can develop a bad spot in it?
