High and pulsing idle

High and pulsing idle
Just started my T5 yesterday after an engine rebuild. Started right up but went to about 1500 rpm and pulsed up to about 2100 rpm and keeps doing it.
No Codes and the car runs great. As soon as I put it in gear it drops to 1200 and is steady. Poor tranny
I thought maybe leaky injectors but just swapped them out and no change. Any ideas??? I haven't put a gauge on the rail but it seems like normal pressure and the regulator seems to be returning fuel.
I put a new MAF on right before the rebuild and it ran well with it. If I unplug the MAF it stalls which seems odd because I drove the car home with the bad MAF unplugged.

Put all new silicon hoses on but i could have a routing issue. I put the fuel pressure regulator to the tree and the gauge to the tree. three to the intake manifold...brake booster, fuel evap. canister, and the intake just down stream of the MAF(this is a big question because I had to use deductive reasoning). When I took the motor apart it was amazing how well it ran with seriously broken turbo boost control lines. I'm sure if I had really pushed it I would have hit fuel cut off.
