howling noise when driving

howling noise when driving
does anyone else hear a howling noise when they get to 40+ MPH? I thought maybe my tires were low and being that they're low profile TOYO sport tires, I thought maybe they just did that. I filled them up to 5 PSI under the max that the tire said. Nope!
To describe the noise, it sounds like a charter plane. Steady low pitch howling that only get to a higher pitch the faster I go.
Is there a clutch fan?
the noise does NOT fluctuate with the RPMs and doesn't do it when I'm slow or stopped.
Any ideas?
Need more information?
I'm driving a 96' 850R. No mods.

Does it go away at any high speeds?
Are you sure its coming from the tires?
and its not wind noise?
do you feel it in the steering wheel as if it was a bearing?
When did it start making the noise?
if it was recent, what happened right before it started happening (Accident, change headlights, anythig that could have been moved or shifted)?

You are kind of relating a bearing noise. Could be one of the front or rear hub assemblies starting to go out. When it's making the noise try turning the wheel left and then right (alone on road) to see if the howling changes in tone or intensity. Also jack each corner up and grab the tire at the top and bottom and see if you feel any play. There should be none, zero. While you're at it spin the tire and just see if it's true.
The cooling fan is electric so you shouldn't need to go 40mph if that was the problem.
Can you tell with certainty if it's in the front or rear?

The sound does not go away in high speeds. In fact the faster I'm going, the higher the pitch gets.
I'm 99% positive that its not wind noise.
As far as feeling it in the steering wheel. I'm not sure. The steering is tight when making turns but I assumed that its cause its front wheel drive.
The noise started like a month ago. Nothing happened to the car when the noise started. I haven't changed anything except an O2 sensor.
I'll try jiggling each tire individually to see if one of them shakes.
I am uncertain if the noise is coming from either the front or rear.
