Sounds like a shorted out/seized starter if it is drawing that much current and still not turning over. Either that or the engine is completely frozen up. I would pull all the spark plugs out and then put a wrench on the crank bolt and see if you can turn the motor over by hand. If you can, turn it through at LEAST four full revolutions to be sure the motor is free. If the motor turns free, I would pull the starter and get it tested.

Please keep us posted.

Before you go nuts with hard stuff I would check, clean, and then check again the battery terminal connections. I couldn't tell from the original post, does the car have a battery in it and is it good?

The jump boxes really aren't made to start the car on their own.

Sounds like you have the tools and ability to fix it. Again, try turning it over by hand to see if the engine is free, then go from there.

Good luck and keep us posted

Swapping a turbo with a non turbo engine would be a pretty tough job.
