One of the 2 wires will have power all the time the other one will get power when the pedal is pressed.
You aren't testing the switch with the vaccum line are you?
If so thats not the right one the one above it is the one you need.

Not sure at the moment would have to look it up.
Do you have power to 2 wires with the pedal down?
Does the shift lock work properly?

Oh ok because if the shiftlock worked then the lights should have.
But also there is a bulb failure relay in the trunk that might be bad.

I think it is on the left side of the trunk behind the carpet near the antenna power motor. I had all my brake lights go out at once I assumed. The bulb light was on. Checked and resoldered connection for the malfunction indicator relay but ultimately scrubbing the bulb sockets and replacing all bulbs with those from a 4 pack solved my problem. 3rd light required some contact cleaning and bending the copper to make a better connection.

That malfunction relay is behind the carpet on the left side of the trunk.

Yep, a friend had the same issue on a 94 model. It turned out to be the relay, and yes, it is on the left side of the trunk near the power antenna.

Good luck,

Glenn
