Why doesn't the turbo spool up in "park"?

Because there isn't a load on the engine.
Also the ECU really won't let it.

+1 The engine needs a load to get the turbo to spool up properly. Sure if you rev the heck out of it in park you might get a couple pounds of boost, but to really get boost you need a load on the motor.
