Can the tentioner beadjusted to tighten belt?

Negative; it is an automatic adjuster and if it's not putting out designed tension you need a new one. However, wait to hear from Moderator Tech. If Tech says you can, then, well, you can.

Have you inspected the belt surfaces for glazing? Let us know when you find the cause of the squealing.

They do make two different size belts though and they go on differently. Make sure you try to thread it on the right way for the belt you buy.

No the tensioner is made to keep the belt at a certain level of tension. It is not made to tighten up a loose belt.

It is a spring loaded tensioner.

It was the timing belt and water pump. The Serpentine belt was fine.

Not quite true. Yes w/o AC would be a shorter belt. But I have seen two different ways to route the belt both having A/C. I don't think the dealer even sells the short belt anymore, but if your car has the original belt the new one does not go on exactly the same as the one you take off.

Jim is correct, the serp belt length was revised so that there is more surface contact area for the alternator. The OEM Continental belt is definitely made better, as it has criss-cross patterns on the back of the belt for better grip, as compared to the aftermarket belts.
