Default Volvo 850 1994 ECC issue/blowing fuse 31

Hello!

I am both a noob to Volvo forums, and a semi noob to more in depth work on cars. However, it interests me and I am trying to learn.

My 1994 Volvo 850 Turbo has an ECC which I assume is having issues. One day the fan speed went to full and the ECC was unresponsive. After poking around a bit I found the fuse to be blown (fuse 31). I replaced the fuse and everything went back to normal. After an hour tops the fuse blew again and ECC is unresponsive. Because it would not stop blowing hot air, I unplugged the ECC, put it back in and drove it like that all summer. My 850 does not have working A/C, so I honestly didn't notice the difference. Now that winter is coming in a month or so I would like to fix it. I have seen a video online suggesting this is an issue with the ECC, but I am looking for suggestions on what else it could otherwise be/how to fix.

Any/all help is appreciated.

ECC or the resistor module.

Pull the B1 codes and see what it says.

a quick test of the ECC ballast resistor is to see if the fan blows at top speed in manual mode as the resistor is only used for the slower fan speeds.
