I have a whining noise on the front driver's side wheel. Starts at aboput 20mph. Sound relates to speed of the car. Also the axle boot is compromisedand there is grease seeping out.

Will the axle whine? Will the wheel bearing whine?

When I shake the wheel (off the ground) there is play.

Can I replace just the boot? Or do I need the axle?

Does this sound like the wheel bearing?

Sounds like a wheel bearing to me.
Play in the front wheel means something else is worn as well Tie rod,Balljoint,bearing.
Usually for what it takes to replace the axle boot it is easier to just buy and install an axle.

Time for an axle, your boot is torn, and a bearing as you have play with the wheel when off the ground.
