Default 1999 C70 Keyfob/Central Locking issues

Hi everyone

Sorry if there's a similar thread somewhere, but I couldn't find one.

My C70 (1999 2.4GT, V-Reg) came with one remote fob that had a flat battery. I've changed the battery but the fob still doesn't work. I've tried the "switch on & off 5 times then press the remote lock" process but that doesn't seem to do anything either, so I now have a couple of questions...

1. Is there any way to test if the keyfob is actually transmitting a signal?

2. If I buy a replacement keyfob on eBay (with the correct part number) will I be able to program it using the above sequence, need to take it to a dealer or just be wasting money (some posts I've seen say that used fobs can't be reprogrammed)?

3. If it needs a dealer reprogram, any idea as to the cost?

4. Would I be better off forgetting the original keyfob and buying an after-market alarm with remote locking?

Just as an extra, the little light in the centre of the dashboard (I assume it's for the alarm) doesn't come on; ever, so I assume the alarm isn't activated
