2002 VOLVO C70 CHECK ENGINE LIGHT ON

MY CHECK ENGINE LIGHT RECENTLY TURNED ON AND I HAVE NO IDEA WHAT IT MEANS. I PULLED THE CODE AND IT STATED "SYSTEM TO RICH" I CHECKED MY GAS CAP AND IT WAS TIGHT SO I HAVE NO IDEA WHAT ELSE IT CAN BE.

Could be a Vacuum leak.

how would i be able to check if it is a vacuum leak. also i took it to a mechaninc and he said that its the fuel regulator would that make sense.

The fuel pressure regulator would be last on my list. You can check for a vacuum leak by spraying around the intake and hoses with Carb cleaner with the car running.
