As mentioned, we have a 2012 C70. The driver's side power seat stopped working. The passenger side seat works fine. Pulled the 25 amp fuses for both seats from the passenger side interior fuse box. Both fuses are good. Checked the voltage across the terminals in the fuse box. The passenger seat terminals have 12V across them. The driver's seat terminals have 0V across them.

Is there a common issue that would interrupt voltage to the fuse terminal for the driver's seat in the interior fuse box?

I don't know of a common issue. I would check the main fuse box under the hood. See if there's any circuit breakers or relays that are common to the seats. Check for voltage from there. If there is voltage under the hood at that fuse box, it is probably a wiring problem, usually a single wire between the under hood fuse box and your interior fuse block. Hope that helps and you get it figured out.
