Default Plastic radiator shield thingy

Every time I park at the curb I scrape that plastic thing behind the bumper. I had to have it replace a couple of months ago and now I have messed it up again. What is it and is it necessary. Can I just have it removed. You would think that Volvo could remember that curbs are 6" tall and give you at least that much clearance on the front bumper. Is there any way to raise the front of the car by about a half inch?

In my opinion it is important.
It directs air into the Radiator and Also protects the Radiator,Condensor, and Intercooler from Road debris.

Maybe heavier springs or a little bigger tires is about the only way I know of to raise it.
