Default 2001 s40, No injector pulse

i have a 2001 s40, I swapped engine from a v40 same year, I have put in new crank sensor, map sensor, fuel regulator, fuel pump, reman injectors and iap. I have 52-60 psi at rail. Tested injector signal with a Noid light, have prime pulse, but no running pulse. Have inspected every fuse. Have avg 12.3v on both sides of all fuses. Change ecm relay, and checked all others. Engine runs great when primed with fuel. So spark is not an issue. There is no code appearing, scanned with Matco proscan.
