2001 Volvo s40 won't start
Has spark and fuel.
Replaced crank shaft sensor, checked all fuses, checked timing belt, replaced spark pack. Nothing seems to be working. It turns over fine, just won't start. It was down shifting into first super hard before it went out. Let me know your thoughts.

How have you confirmed spark and fuel?
All it needs after those two is air, which is pretty easy to come by!
If someone jsut shoved a screwdriver into the test port and got a little gas out, that is NOT confirming you have fuel. It needs to have a fuel pressure gauge stuck on it to be of any real use.

First check the fuel pump fuse. Then check the car has fuel. Don't laugh, I've seen more than a few people run out of gas and wonder why the car won't start.
Next put a fuel pressure tester on it when cranking. The fuel pressure should come up instantly when the key is on and stay there. If the pressure takes a long time to rise or goes to zero immediately after you turn the key off then it's a fuel pressure regulator problem. If the fuel pressure does not rise at all then suspect a bad fuel pump.
I've replaced both the FPR and fuel pump in my 2001 over the years. They do fail. But you have to check the pressure.
I would also check the compression if the fuel system checks good. This car has a history of timing belt failures resulting in engine damage.
I've never seen the ignition system fail completely. It will develop a misfire when in need of a tune up but it will always start.
