2002 Volvo won't start
I have a 2002 Volvo s40. When I turn the key, all the lights come on, but it won't turn over. The up arrow flashes immediately and the LED on passenger side speaker flashes rapidly for about a half a minute. Lights, radio, and A/C all work. It just does not turn over. Doesn't even make a sound.

sounds like the immobilizer is set -
The LED by the dash speaker is:
Sunlight sensor for electronic climate control and LED for immobilizer and
alarm
Transmission lamp:
If the indicator lamp begins to flash, this is an indication of a fault in the automatic transmission. The Check Engine Lamp will also light up if a fault is detected
Using the remote, try locking and unlocking the doors 5 times in a row to reset the immobilizer. Also try a different key if you have one.
